Job description
The Ministry of Railways, Government of Pakistan, invites proposals through EPADS v2.0 from eligible individual legal consultants for provision of legal consultancy services on contract basis for a period of twelve (12) months, in accordance with the approved Terms of Reference (TORs).
PROCUREMENT INFORMATION
Procurement Procedure: Single Stage - Two Envelope Procedure through EPADS v2.0.
Total Estimated Cost: PKR 7,000,000 (Position 1: PKR 3,000,000; Position 2: PKR 4,000,000).
Bid Validity: 90 days.
Bid Security: No monetary bid security. Prescribed Bid Securing Declaration shall be submitted through EPADS v2.0.
Evaluation: QCBS: Technical 80% and Financial 20%. No interview.
Contract Period: Twelve (12) months / 365 days.
Pre-bid Meeting: 13th October (Tuesday), 2026 at 1100 hours at the Ministry of Railways, Islamabad.
The deadline for bids submission on e-PADS: 23rd October, (Friday) 2026 at 1000 hours, in accordance with the PPRA Rules, 2026.
Date of opening of the Proposals: 23rd October (Friday), 2026 at 1030 hours.
IMPORTANT INSTRUCTIONS
An individual consultant may submit a proposal for one or both positions; however, a single consultant shall not be awarded both positions. Each position shall be evaluated separately.
Detailed TORs, eligibility requirements, evaluation criteria, draft contract, RFP documents and submission instructions are available on EPADS v2.0 and may also be accessed/downloaded from the official websites of the Ministry of Railways, Pakistan Railways and PPRA.
Proposals shall be submitted online through EPADS v2.0 within fifteen (15) days from the date of publication of this advertisement. Hard-copy proposals shall not be accepted unless specifically required in the RFP.
Consultants shall upload all qualification, professional enrolment/licence, experience and other supporting documents prescribed in the RFP. Experience shall be established through documentary evidence.
The procurement shall be conducted in accordance with the applicable PPRA framework, including the Public Procurement Rules, 2026 and applicable Procurement of Consultancy Services Regulations.
The Ministry reserves the right to accept or reject any or all proposals, or cancel the procurement, in accordance with applicable law, rules and the RFP.
Submission of forged/false documents or misrepresentation shall attract action under applicable law and procurement rules.

Requirements
LL.B. from HEC-recognized university; Advocate High Court licence with at least 15 years' standing; at least 20 years' continuous litigation practice; right of audience before Supreme Court; current recognized Bar membership; prior Legal Advisor role in public/semi-government body; service/disciplinary, land/property/regulatory disputes and contract drafting/vetting experience.
